Planning applications have been received to facilitate a mixed-use development proposal on the south side of East Mill Street, just east of Geddes Street, in the Elora Salem Urban Centre. The applicant has responded to submissions made in the public, agency, and staff review. The site is within a designated Urban Centre adjacent to the downtown area of Elora on an arterial road owned by the County. The proposed development consists of 18 residential dwelling units and 3 commercial units in a mixed-use building with a separate commercial restaurant within an existing heritage building to be rehabilitated. Council approved the applications.
Request for Proposal #09-24: Operations Centre - Modified Design-Build Construction Services
A Request for Proposal was issued to provide design build and construction management services for the construction of a new Operations Centre. The Design-Builder will have sole responsibility for all necessary design-build and construction management services which, for this project, will be separated into 2 Phases.
Phase 1 - Develop and define the scope and deliverables up to and including detailed design, budget estimates, complete tender drawings, as well as tender documents for all work packages, utilizing acceptable procurement tools in compliance with the Township’s Procurement Policy. Some site works shall commence in Phase 1, such as the demolition of surplus outbuildings (excluding the farmhouse), earthworks, and construction of water/sanitary services to property line from Gartshore St. As part of Phase 1, Township staff, in conjunction with the Design-Builder, will develop a guarantee maximum price (GMP) for construction. The GMP will be brought forward to Council for review and approval prior to the project proceeding to full construction (i.e. Phase 2, outlined below).
Phase 2 - Design-Builder to execute the work as Design-Builder/Construction Manager while remaining the sole source of project responsibility for quality, cost control, health and safety, commissioning of the building and delivering the project on budget and schedule.
Council awarded Request For Proposal #09-24: Operations Centre - to Ball Construction Ltd.
2025 Budget Directions
Council directed staff to:
- Maintain a 2025 tax rate increase equal to or less than 4.5% excluding asset and termite management allocations.
- That staff instate an increase equivalent to a 2% increase in taxation during the 2025 Draft Budget process to generate the required funds to mitigate the funding gap within specific asset types identified in the Township's 2022 Asset Management Plan.
- That staff instate an increase of $88,500 to the total levy requirement for the 2025 Draft Budget process to generate the funds required to ensure sufficient Termite Management program funding.
- Assume 2025 assessment growth equal to 2.5%, to be used to fund budget increases considered to be growth in nature, with assessment growth figures to be updated in November, when received.
- Increase fees and charges for 2025 by 4.5%, other than where pressure on rates indicates an alternate rate change.
- Maintain a 3-year funding average of approximately $1,900,000 in growth-related capital projects to be funded by development charges within the Draft Ten Year Capital Forecast.
- Allocate the following funding to the Draft Capital Budget:
- $7,870,000 in combined General Capital Reserve, Canada Community-Building Fund (CCBF), OLG Funds, and Ontario Community Infrastructure Fund (OCIF).
- An increase in funding to the tax-supported Equipment, Vehicle, and Facility Replacement Reserves to support budgetary needs.
Endorsement of Nomination to the Association of Municipalities of Ontario (AMO) Board of Directors
Every two years, members elect individuals to the AMO Board of Directors. This not-for profit corporation is governed by a 43-member Board of Directors and the Board is responsible for:
- setting annual strategic objectives.
- setting the annual budget.
- establishing corporate policies/procedures; and
- reviewing, discussing, and approving AMO’s policy and program initiatives.
The Township of Centre Wellington is only permitted to endorse one candidate for Director, no member municipality may be represented on the Board by more than one Director elected to the Board, except where the Director is appointed to the AMO Board due to another position. Township Council nominated Councillor Wilton for the position of Director on the Small Urban Caucus of the AMO Board of Directors. The election for AMO Board positions will take place later this year.
